With this Privacy Policy, we inform you about the nature, scope and purpose of the processing of personal data on this website (hereinafter "Deutsches Verwalterportal" or the "portal") and about your rights as a data subject. Personal data means any information relating to an identified or identifiable natural person.

We have not appointed a data protection officer, as there is currently no obligation to do so under the statutory requirements (in particular Section 38 of the German Federal Data Protection Act, BDSG). For all matters relating to data protection and for exercising your rights, you can reach us via the contact details given above.
We process personal data only to the extent necessary to provide a functional website and to provide our content and services. As a rule, processing takes place only with the consent of the data subject or where the processing is permitted by statutory provisions. Personal data is deleted or anonymised as soon as the purpose of storage ceases to apply and no statutory retention obligations stand in the way. We state specific storage periods for the respective processing operations.
We operate the portal on servers of Hetzner Online GmbH, Industriestr. 25, 91710 Gunzenhausen, with a data centre in Falkenstein, Germany. Your data is therefore processed exclusively in a data centre within the European Union. We have concluded a contract with the provider for data processing on our behalf pursuant to Art. 28 GDPR; the provider processes the data exclusively in accordance with our instructions.
When the website is accessed, the system automatically collects data and information from the device of the accessing computer and stores it in so-called server log files. The following in particular is recorded:
The purpose of the processing is the technical operation, stability and security of the website, in particular the detection of and defence against attacks. The legal basis is Art. 6(1)(f) GDPR; our legitimate interest lies in secure and trouble-free operation. Storage period: The log files are deleted or anonymised after 14 days, unless in individual cases they are needed for longer to investigate a specific security-related incident.
This website is delivered throughout via TLS/SSL encryption (HTTPS). You can recognise this by the string "https" in the address bar and by the padlock symbol in your browser. This protects the data transmitted between your browser and our server against being read by third parties. It is a technical and organisational data security measure pursuant to Art. 32 GDPR and does not constitute a processing purpose of its own.
Technically necessary cookies. These are strictly necessary for the operation of the website as requested by you and may be set without consent. In detail:
The legal basis for storing this strictly necessary information on your device is Section 25(2) no. 2 of the German TDDDG; for the subsequent processing of the data it is Art. 6(1)(f) GDPR (legitimate interest in a functional and secure service).
Cookies requiring consent. With your consent given via our cookie banner, we additionally use cookies in the categories statistics (Google Analytics, cookies _ga and _ga_*) and marketing (Google Ads, cookies of the _gcl family); details of these services can be found in Section 12. Without your consent, these services are not loaded and the associated cookies are not set. You can change or withdraw your selection at any time with effect for the future via the "Cookie-Einstellungen" (cookie settings) link in the footer of every page; upon withdrawal, we delete statistics and marketing cookies that have already been set directly in your browser, where technically possible.
Proof of consent. To comply with our obligation to provide proof under Art. 7(1) GDPR, we log every decision made in the cookie banner together with the time, the version of the banner and the choice made, as well as a heavily truncated IP address (for IPv4, the last two segments are removed; for IPv6, the greater part of the address). No person can be identified from this information; the log documents the procedure, not your identity. The legal basis is Art. 6(1)(c) GDPR (obligation to provide proof) or Art. 6(1)(f) GDPR. Storage period: as long as the proof is required, at most three years after the respective decision.
If you contact us by email or telephone, we process the data you provide (for example your name, email address, telephone number and the content of your enquiry) in order to handle and respond to your request. The legal basis is Art. 6(1)(b) GDPR where the enquiry is directed at the conclusion or performance of a contract, and otherwise Art. 6(1)(f) GDPR (legitimate interest in the efficient handling of enquiries). Storage period: We delete the data as soon as your request has been conclusively dealt with, unless statutory retention periods stand in the way (for example for business-relevant correspondence under Section 257 of the German Commercial Code (HGB) or Section 147 of the German Fiscal Code (AO)).
Via our enquiry form, owners and homeowners' associations (Wohnungseigentümergemeinschaften, WEG) can submit an enquiry in order to receive offers from regional property management companies. In doing so, we process in particular the following categories of data:
The purpose of the processing is to refer your enquiry to suitable property management companies from your region so that they can submit an offer to you.
Recipients: For this purpose, we pass your enquiry on to several regional property management companies, which submit an offer as independent controllers. Our business model is transparent: for owners, use of the portal is free of charge and non-binding; the service is financed by the participating property management companies. The property management companies that receive your enquiry process your data under their own responsibility; their further processing is governed by the privacy information of the respective property management company.
The legal basis for carrying out the referral you have requested is Art. 6(1)(b) GDPR (implementation of a pre-contractual measure taken at your request). Where we ask you within the form for your express consent to the transfer of your data to the specific property management companies, Art. 6(1)(a) GDPR is an additional legal basis. Giving consent is voluntary; you can withdraw consent you have given at any time with effect for the future, without affecting the lawfulness of the processing carried out up to the withdrawal.
Mandatory information: Certain information is required for the referral and is marked accordingly as mandatory. Without this information, we cannot pass your enquiry on to property management companies.
Storage period: We store the enquiry data for the duration of the referral process and for a reasonable period for any follow-up referral, and delete it afterwards unless statutory retention obligations exist. Irrespective of this, records of an invoiced referral may be retained for the statutory periods for reasons of commercial and tax law.
Origin of the enquiry (advertising attribution): If you reach us via one of our advertisements, we store together with your enquiry the page of our website from which it was submitted and the technical click identifiers contained in that page address (such as the "gclid" identifier appended by Google Ads and a campaign identifier). The sole purpose is our internal analysis of which advertisements lead to enquiries. We do not transfer these identifiers to third parties; in particular, we do not send them back to Google. Transfers to Google only take place as described in Section 12 and only with your consent. The legal basis is our legitimate interest in measuring the performance and cost-effectiveness of our advertising (Art. 6(1)(f) GDPR). The identifiers are stored and deleted together with the other enquiry data.
For sending automated emails (for example the confirmation of receipt of your enquiry and, in future, messages concerning your user account such as confirmation and password emails), we use the service Brevo. The provider is Brevo GmbH, Köpenicker Str. 126, 10179 Berlin (Local Court (Amtsgericht) Charlottenburg, HRB 133191), a subsidiary of Sendinblue SAS, 17 rue de Salneuve, 75017 Paris, France.
Data processed: recipient email address, sender and subject details, the content of the respective message, and technical dispatch data (for example time of dispatch, delivery status, bounces and information on whether a message was opened).
The purpose is the reliable and traceable dispatch of the emails you have requested or that are required for the performance of the contract.
The legal basis is Art. 6(1)(b) GDPR where the email serves the performance of the contract or pre-contractual measures (confirmation of receipt, account emails), and otherwise our legitimate interest in functional and reliably delivered email dispatch pursuant to Art. 6(1)(f) GDPR.
Newsletter for property management companies (only with consent): When registering, you can subscribe to our newsletter with offers, promotions and news about the portal via a checkbox that is not pre-selected. Subscription follows the double opt-in procedure: the newsletter only becomes active once you click the confirmation link in the registration email; the email points out that it activates the newsletter. For dispatch, we store your email address and your name with Brevo; to prove your consent, we log the times of subscription and confirmation. The legal basis is your consent pursuant to Art. 6(1)(a) GDPR. You can unsubscribe from the newsletter at any time with effect for the future, most easily via the unsubscribe link in every issue or by sending a message to kontakt@deutsches-verwalterportal.de; the lawfulness of the processing carried out up to the withdrawal remains unaffected. Without this consent, you will not receive any advertising from us beyond the transactional emails described in this section.
Brevo acts as a processor on our behalf (see Section 13). This may involve a transfer to a third country; details and the safeguards applicable to it can be found in Section 14. Further information is contained in Brevo's privacy policy at www.brevo.com/de/legal/privacypolicy.
Property management companies can create a user account. In this context, we process the account data, in particular the email address (used as the login), name, telephone number, the company reference where applicable, the password (exclusively as an encrypted hash) and login and activity data. The purpose is the provision and administration of the account, authentication and the maintenance of the associated company profile. The email address is verified as part of the registration process.
The legal basis is Art. 6(1)(b) GDPR (contract of use concerning the account); for security-related log data it is Art. 6(1)(f) GDPR (legitimate interest in the security of the account). Mandatory information: An account cannot be set up without the information marked as mandatory. Storage period: We store the data for the duration of the existing account and delete it after the account is closed, unless statutory retention obligations stand in the way.
Map display of search areas (OpenStreetMap): In the members' area, we show registered property management companies the geographic coverage of their search orders on a map. When you open the "Search orders" page, your browser automatically retrieves the map tiles from the server of the OpenStreetMap Foundation (OSMF), St John's Innovation Centre, Cowley Road, Cambridge, CB4 0WS, United Kingdom; in doing so, your IP address is transmitted to the OSMF. The purpose is a clear presentation of your stored search areas. The legal basis is our legitimate interest in a functional and comprehensible presentation in the members' area (Art. 6(1)(f) GDPR). We serve the map library (Leaflet) from our own server; only the map tiles come from the OSMF. An adequacy decision of the EU Commission exists for the United Kingdom (Art. 45 GDPR). Property management companies can take over ("claim") a profile that already exists in the directory and then maintain it themselves. In this context, we process verification evidence or a comparison of contact details, the assignment of the account to the respective profile, and the changes you make. The purpose is to check authorisation, to safeguard the accuracy of the data and to enable the profile to be maintained by the authorised property management company. Please note that changes made to the profile by authorised holders are published immediately.
The legal basis is Art. 6(1)(b) GDPR (service provided to the property management company) and Art. 6(1)(f) GDPR (legitimate interest in the accuracy of the data and in protection against the unauthorised takeover of profiles).
We maintain a directory of property management companies that serves as a guide for owners. This directory may also contain personal data, in particular in the case of sole traders, as company details may in this case relate to a natural person. We did not collect this data from the data subjects themselves (Art. 14 GDPR).
Categories of data: company name, address, publicly accessible contact details (telephone, email, website), association membership, and characteristics derived from publicly accessible information (for example services offered).
Origin of the data: The data comes from publicly accessible sources, from member and association lists of industry associations, from our own research and from OpenStreetMap. The origin of the data is stated in accordance with Art. 14(2)(f) GDPR.
The purpose is to provide an industry directory that is as up to date and informative as possible, as an orientation aid for owners. The legal basis is Art. 6(1)(f) GDPR; our legitimate interest lies in providing an informative directory. We have taken the interests of the data subjects worthy of protection into account as part of a balancing of interests; only profession-related, publicly accessible data is processed.
Your rights and how to contact us: You can object to the processing of your data in the directory at any time (Art. 21 GDPR) and request rectification (Art. 16 GDPR) or erasure (Art. 17 GDPR). To do so, simply send an informal message to the contact details given in Section 1 or to kontakt@deutsches-verwalterportal.de. We will review your request and implement justified requests promptly. Storage period: We store the directory data for as long as it is required for the stated purpose and review it regularly to ensure that it is up to date.
We use the services described in this section exclusively after your prior, active consent given via our cookie banner. Without consent, no Google script is loaded and no data is transferred to Google; nor do we send any consent-free signals (so-called cookieless pings).
We use Google Analytics 4, a web analytics service provided by Google Ireland Limited, Gordon House, Barrow Street, Dublin 4, Ireland (together with Google LLC, USA). The purpose is statistical reach and usage analysis. Data is collected only after your consent; the data processed comprises pseudonymous usage data, device and browser data and online identifiers (cookies _ga and _ga_*). According to Google, no complete IP addresses are logged or stored in Google Analytics 4. We have limited the retention period for user-related data in Google Analytics to 14 months. Google processes this data on our behalf on the basis of a data processing agreement (Google Ads Data Processing Terms).
We also use Google Ads (Google Ireland Limited together with Google LLC) to measure the success of our advertisements (conversion tracking) and for audience-based remarketing. Cookies and online identifiers (the _gcl family) are set exclusively after your consent. Profiling for advertising purposes may take place in this context; we transmit the corresponding consent signals (including for advertising data and personalisation) via Google Consent Mode v2.
If you submit our enquiry form and have previously consented to the marketing category, we additionally transmit a cryptographic hash value (SHA-256) of your email address to Google (known as enhanced conversions). The sole purpose is to attribute an enquiry more accurately to a previous advertisement; for this, Google compares the hash value with hash values of signed-in Google accounts. Your email address does not leave your browser in plain text: the hash value is generated within your browser and only that value is transmitted. A hash value is not anonymous but pseudonymous, which is why we treat it as personal data. The legal basis is your consent pursuant to Art. 6(1)(a) GDPR. Without consent to the marketing category, this transmission does not take place. Processing is carried out on the basis of the Google Ads Data Processing Terms and Google's supplementary terms for customer data.
The legal basis for the use of these services is your consent pursuant to Art. 6(1)(a) GDPR in conjunction with Section 25(1) TDDDG. We integrate the services via our self-developed cookie banner and have implemented Google Consent Mode v2; without your consent, all signals remain set to "denied" and Google scripts are not loaded in the first place. You can withdraw your consent at any time with effect for the future via the "Cookie-Einstellungen" (cookie settings) link in the footer.
When these services are used, personal data may be transferred to Google LLC in the USA. The safeguard for an adequate level of data protection is the adequacy decision of the EU Commission on the EU-US Data Privacy Framework (Art. 45 GDPR), under which Google LLC is certified; in addition, we rely on the EU standard contractual clauses (Art. 46 GDPR). A residual risk of the third-country transfer to the USA, for example with regard to access by authorities there, cannot be completely ruled out.
Your personal data is transferred to third parties only in the cases described in this policy. Categories of recipients are in particular:
Processors act exclusively on our instructions and on the basis of a contract pursuant to Art. 28 GDPR. The legal basis for naming the recipients is Art. 13(1)(e) GDPR.
The portal is hosted exclusively in Germany (see Section 3). Personal data may be transferred to a third country in the following two cases:
A residual risk of the third-country transfer, in particular with regard to access by authorities there, cannot be completely ruled out in either case.
We process personal data only for as long as is necessary for the respective purposes. We have stated the specific storage periods for the individual processing operations. Beyond this, we store data to the extent and for as long as statutory retention obligations (in particular periods under commercial and tax law) exist. Once the purpose has ceased to apply and any periods have expired, the data is deleted or anonymised.
Within the scope of the statutory provisions, you have the following rights:

Without prejudice to any other remedies, you have the right to lodge a complaint with a data protection supervisory authority (Art. 77 GDPR). For us, as a company based in Lower Saxony, the following authority in particular is competent:

Decision-making based solely on automated processing which produces legal effects or similarly significantly affects data subjects within the meaning of Art. 22 GDPR does not take place. Insofar as we use an internal ranking in the directory (the sorting of search results), this serves exclusively to determine the order in which search results are displayed and has no legal effect on data subjects.
We will amend this Privacy Policy as soon as the underlying processing operations or the legal situation change, for example when we introduce new services or adjust existing processing operations.
